Neighbourhood Planning Initiative Proposed - Would it be good for Mann?
MHK, Graham Cregeen, has written to all local authorities seeking their opinions on the UK's Neighbourhood Planning Regulations 2012. These encourage the concept of 'Localism' by offering the possibility that community groups can be formed to produce a 'Neighbourhood Plan' setting out the type and location of development in the area; such matters as housing provision, shops, leisure facilities, etc can be formalised and implemented. The intention in the UK is for the plans to be funded through a 'levy' of 25% on development over 100 square metres.Would such a scheme be of benefit to Garff or to the Island in general? If you'd like further information, or wish to submit a view to the Commissioners before they send comment to Mr Cregeen, please contact 422148 or maughold@manx.net. It is Mr Cregeen's intention to bring forward a Bill to Tynwald in due course.
Works to repair gulley at Hibernia to be undertaken
Works to repair the blocked gulley under the A2 at Hibernia are due to commence in the next few weeks. This should help to ease the flooding situation on The A2 at times of heavy rain.
Highways also report that the large outfall of water from the pipe opposite 'Modena View' on the B19 Dreemskerry Road has been investigated and advise that remedial work is planned; works cannot take place as yet, however, due to the level of saturation which has made the surrounding land unstable. In the meantime, the road surface continues to deteriorate and the Commissioners advise that care is taken when using this section of highway. The Commissioners concerns with the damage to the fabric of this section of highway have been conveyed to the DoI.
The Commissioners have also requested that DoI attend to the damage to the road from the A15 Hibernia Road down to Ballaglass Glen Car Park. The section from the junction down to the tram line has suffered particular damage along its edges. There has been no advice from DoI as to when repair works will commence.

The Department of Home Affairs have announced an initiative to recruit '
Community Speed Watch Volunteers' who will be trained to use speed radar guns in their areas. One option is for warning letters to be issued via the police and for the more persistent offenders to become the focus of direct police scrutiny.
Such an initiative could be useful in areas such as Port e Vullen which has been the subject of a police radar campaign in recent months, and could complement the SID signs currrently deployed by the Commissioners in Glen Mona.
