Commissioners Concerned About Potential Threat to Planning Controls
The Commissioners have expressed initial concern with the proposal that planning legislation be relaxed to allow large homes to be built in the countryside for those of ‘high value’. The Council of Ministers have been charged to investigate such measures in the wake of a decision made at the June sitting of Tynwald. At the July meeting of the Commissioners, Members referred to the protection currently provided to the rural landscape by the Isle of Man Strategic Plan. They registered concern that this protection might be compromised by inappropriate changes to legislation. Members resolved to fully debate the proposal at their August meeting.
Commissioners Continue to Press Government Over Damage to U92 Pathway
The problems of the damage being done to U92 track way and surrounding moorland in the Maughold Uplands were discussed by the Commissioners at their July meeting. Members considered correspondence in regard to this matter from Mr Gawne, Minister at the Department of Infrastructure. Mr Gawne indicated that he had studied aerial photographs and did not think the damage excessive. It was noted at the meeting that this opinion seemed to conflict with that of those locals, including Members of the Commissioners, who had physically walked the path from Glen Mona through to the Clarum in Lonan. The Commissioners are concerned by recent reports of increasingly deep ruts widening out across the moorland. The Government’s approach to managing the path, and the apparent strategy to attract large groups of visiting motorcyclists to the Island to ride the uplands, were discussed. It was agreed that the Board should write to Mr Gawne requesting that he visit the track at the earliest opportunity to view the damage first hand. Mr Moughtin advised his colleagues that the Isle of Man Municipal Association was also collating information from local authorities with similar concerns about path ways in their upland areas. The Commissioners resolved to continue monitoring the damage to the U92 in Maughold.
Dog Fouling Problems at Port Lewaigue
Maughold Commissioners request that dog owners using the coastal pathway from the car park at Port Lewaigue clear up after their animals. A member of the public contacted the Commissioners in June about the problem of dog fouling in the area, particularly on the walkway around Gob ny Rona. The warden will be patrolling the area with more frequency to monitor the situation and deal with anyone found offending. Further signage will be erected in the area. The Commissioners request that dog owners carry bags or equipment to clear up after their animals at all times.

Annual General Meeting of the Garff Joint Initiative Committee
The AGM of the Garff Joint Initiative took place on the evening of 30th of June 2010. Board members from Laxey, Lonan and Maughold expressed a strong desire to continue to develop further areas of joint service delivery. The Speaker of the House of Keys and Garff MHK, Steve Rodan was the guest speaker at the meeting. He spoke encouragingly of the current success of the Garff Initiative and of the opportunities that were presenting for its future development. Mr Rodan suggested that the Garff authorities would be wise to participate fully in the coming dialogue with Mr Cregeen, Member of the Department of Infrastructure; who was seeking to identify areas in which central government could support local authorities to deliver their services with even more efficiency.
The Garff authorities are currently investigating a wide range of services which they may be able to deliver together for the benefit of the ratepayer. It was agreed that means to combine further services could be found that did not compromise the close relationship between each Board of Commissioners and its community.
