Mr Bell appears to seek control over local authority finances
Yesterday's Isle of Man Examiner carried an article which reported that Mr Bell would like his government to take close control of local authority finances.
The strategy described by Mr Bell would allow further charges for services to be transferred from income tax onto local rates as has already been done with domestic waste disposal charges and the 'sewerage tax'.
It would also lead to the loss of local accountability for ratepayers, who would have less say over the quality of services such as refuse collection.
The article in which Mr Bell sets out his enthusiasm for more centralised power can be read
